At our center Notepad++ has recently become the tool of choice for
most developers and we recommend it to students. It is vastly
superior to the plain Notepad that comes with windows. Moreover it is
fast, free and open source.

If you want to spend money, next to the excellent Ultraeditor, you
might want to look into EmEditor a heavy duty tool, not too expensive
(about 30U$/license). EmEditor is one of the few editors that can
deal reasonably well with Unicode characters outside the basic
multi-lingual plane.
