Of course there is always PaintShop Pro which is available via from
Hensa, University of Lancaster and, I am sure, lots of other places. I
have only used it for limited purposes - TIF to GIF,BMP but it looks as
though it can handle most things. It is also very intuitive and easy -
excellent resizing facility.

Subject: giffing small text
It was brought to my attention that you are having trouble making GIFs of
small text.
Here is my solution:
I use Canvas on a Mac to create a graphic, which includes small text.
Canvas is also commercially available in a Windows version.
I save the file in Canvas as a PICT file.
I load the file into GIF Converter (Mac shareware) and then save it in a
GIF format, which is compatible with the Web.
